Biography

Stephen Giugni has been involved in research and research management with CSIRO since 1992.

In July 2011 Stephen accepted the leadership role for the National Security Technologies program. The program focuses on technologies to support identification and response to national issues associated with emergency management, cyber security, surveillance and forensics.

In April 2011, Stephen was instrumental in securing a further five years of funding for the Tasmanian ICT Centre - a total of $50 million, from CSIRO, the Australian and Tasmanian Governments and Industry.

Between July 2006 and June 2011, Stephen was Chief Executive for the Tasmanian ICT Centre. The Tasmanian ICT Centre was established through joint funded from the Australian Government through the Intelligent Island Program and the CSIRO. The Intelligent Island Program was administered by the Tasmanian Department of Economic Development, Tourism and the Arts. The Centre was established to foster the growth of a globally competitive ICT sector in Tasmania. Over its first five years the Centre established itself as a fundamental component of the Tasmanian innovation system, developed strong Tasmanian, national and international linkages and collaborations and delivered research outcomes in the water resources, coastal management, health and wellbeing, energy management and agribusiness sectors.

Stephen established an exciting research program in the areas of sensor networks and data management for over 30 researchers and a strong PhD program with the University of Tasmania. The project portfolio addresses the issues or water resources, health, marine sustainability, aquaculture and energy.

In July 2004, Stephen was appointed as Deputy Director of the ICT Centre. As Deputy Director he was responsible for the overall internal operations of the Centre as well as key external representative roles as a member of the National ICT Roundtable, has been a member of the board for the Queensland eHealth Research Centre and led the ICT Outlook Forum Organising Committee.

In July 2003, Stephen was appointed as the Acting Director for the newly created CSIRO ICT Centre. In this role he was responsible for the formation of the Centre and the establishment of its initial research program. The ICT Centre was created to provide a focus for ICT research in CSIRO and to provide leading-edge ICT capability to support research across CSIRO.

In 2002, Stephen became Assistant Chief of CTIP, participating in both operational and strategic issues and particularly in the organisation's reinvention of its ICT research activities. Stephen was also responsible for the strategic oversight of computing and information services which provide critical research support and information management tools.

From 1992 until 2001 Stephen worked in the design of high-frequency GaAs-based (Gallium Arsenide) MMICs (microwave monolithic integrated circuits) and in the development of wireless communications technologies and applications within CSIRO's Division of Radiophysics and subsequently the Division of Telecommunications and Industrial Physics. During this period he was responsible for both research and management components of a number of commercial projects with DSTO and Australian telecommunications companies for the development of communications and surveillance technologies. He led the expansion of CSIRO’s microwave automated on-wafer test facility to support the high-speed measurement of MMICs fabricated within its internal prototyping facility and from offshore foundries to frequencies beyond 110 GHz. In 2001, Stephen established a new research team focusing on the development of mm-wave radio technologies for multi-gigabit communications building on the strengths in mm-wave communications and looking forward to the convergence of high-speed radio and fixed networks
